When using all-caps, the current spelling rules require the replacement of ß with SS

If no ß is available, ss is used instead. This applies especially to all caps or small caps texts because ß does not have a generally accepted majuscule form.

Since you seem to be saying that isn't the case in German, his statement doesn't apply...or am I missing something here?

I can't see the contribution as I don't own that title but, if what you say is true, the contributor has made a mistake and has misinterpreted Ken's statement.

The correct spelling in mixed case is "große".
Same as weiße. (Where we got (for this forum) a very clear decision)

I think he used the word may, because there are also words, e.g. Masse and Maße, which have a different meaning, but in all-caps both would be MASSE.
So here I may use ß to replace SS in mixed case if it is needed for the correct spelling. (And of course because it would be wrong to say replace SS always with ß)

Btw, my personnel opinion how it should be done for DVDP purpose is different because of different reasons, but this is a different story.

Edit: Nimrod as you correctly stated in your vote on this contribution ß will be replaced by SS in all-caps, so the way backwards to mixed case it will be SS -> ß. So I don't understand how this will be the reason for the no vote.  Perhaps I have an understanding problem here.

What? No

Und SS bleibt demzufolge auch SS, da gibts keinen grund ß zu nehmen, es steht ja nicht umsonst so auf dem Cover
