While I agree that the rule is improperly written, changing joining to conjunction would also be improper.

Conjunction is a classification for a whole subject in grammar, but I will assume that you are only talking about Coordinating Conjunctions, which there are only 6 (for, and, nor, but, or, yet, so).

Yes, I was referring to Coordinating Conjunctions (FANBOYS).

If it were written to only not capitalize these 6 words, it would still be improper capitalization rules.

True enough, but for English titles, we are not told to use proper capitalization rules.  We are for non-English titles, but for English titles, we are supposed to follow the invelos rules of capitalization and those don't include the word 'with'...and, yes, I am the sole 'no' vote Kathy is referring to and I will continue to vote no until the rule is changed.

I changed "Cloudy With a Chance of Meatballs" > "Cloudy with a Chance of Meatballs?" and received a single "no" vote.

Are you sure there is a question mark on the front cover?

Of course not - I just need to learn how to copy and paste correctly.

(it is amazing that I remember conjunctions at all from 30 years ago )

The rules for English titles actually only tell us what 4 words not to capitalize.  It does not directly tell us what to capitalize (except by example).

If what you state is true, the title on the cover says "CLOUDY with a chance of MEATBALLS".  Since the rules do not address this title directly, then it should remain as such.  The only 2 titles given are "The Matrix Reloaded" and "Lord of the Rings".  If we are not to use "proper capitalization" rules then the only words we should alter are words like "a", "of" , "the", "in".  There is no rule concerning nouns, verbs, adverbs, adjectives, etc.

I change my vote:  Use the title as presented

CLOUDY with a chance of MEATBALLS

I am sure, that this interpretation will change a lot of titles.

I was an English teacher and I say "Cloudy with a Chance of Meatballs" is the correct spelling. Prepositions should not be capitalized unless they are the first word in the title: Of Mice and Men.

No, those, along with 'joining' words, are the ones you would not capitalize.  Everything else would be capitalized, but still in mixed case.

As I pointed out, the rules do not call for proper capitalization...unless it is a non-English title.

Capitalization rules for titles don't all agree. The Chicago Manual of Style and MLA state not to capitalize prepositions (such as "with") while the APA states to capitalize everything with four or more letters.

You can always use this tool: Title Capitalization Tool

You don't capitalize prepositions.
That's the way I was taught when I went to school. But that was eons ago.

Rules should have referenced one of the many standard books used in the US school system.

That may be, but they are the rules and, if you want to contribute, you're supposed to follow them.  Whether or not you actually do, well, that's put to you.

With or with - doesn't make a difference. Doesn't change the credit count in the CLT, and to me that is all that counts.

I believe "with" IS following the capitalization rules and based on the poll, the majority of people agree.

Unless Ken clarifies the issue for me the matter has been settled.

I will contribute this data based on my understanding of the rules and highlight this thread to back my rationale.

Where in the rules, does it tell us to alter from what is presented on the cover (short of the aforementioned words)

Where does it tell us to use mixed case within the rules.

The only inference we have is "The Matrix Reloaded" given by specific example.  The is the only word included directly with in the rule, but apparently it would be improper to leave lower case the Noun and Verb in this title.

So either we follow the rules to the letter, and not alter the title as presented, except for the aforementioned words, or we use standard capitalization, as is used for every other language.  It would seem to be wrong to include "Proper" for everybody else except English speaking countries.

Let me put on my crystal ball here. Over the course of the next few days you're going to repeat this posting and simply exchange IMDb for Wikipedia, Blu-ray.com, The Movie Database and American Film Institute.
