Wondering if there is a way to change locality on child profiles all at one.

Nope. Because a change in locality is basically changing the profile ID. And this can only be done on a per-profile basis.

For what it's worth, if that is the issue: If you buy a DVD on Amazon.com, it's still a US locality. It doesn't suddenly become Canadian just because you imported.

One should not be to hasty though; amazon.com offers many DVD from other localities, e.g. Rowan Atkinson's Maigret, a UK release. The rating on the cover is a safer way to ascertain the locality.

On amazon.ca, titles are often available in the US locality, in the Canada locality (.3), and sometimes also in the Canada Quebec locality (.19). Only the cover (rating, language, copyright notice...) helps to sort it out.

Sorry should have said I was making profile for Canadian Blu-Ray Box set and using some of the profile from The American one and thought it might be easier to change locality all at once for child profiles then having to do one at a time.
