Also, as there opening credits at the start of the just about any movie, the whole movie could qualify. I know this is taking it to the extreme, but the point is, 'post credit scene' isn't the best choice of words.
Personally I favour 'closing credit scene(s)'. It leaves 'post-' or 'mid-' neatly in the middle (like for 'The Avengers') and also differentiates from the opening credits.
As for accompanying 'contribution rules', I'd like to rule out simple visual attractions during the end credits (like animated creatures walking all over the screen), bloopers/outtakes, simple text displays like 'James Bond will return in...'. As far as I am concerned the scene, however short or long, must be a meaningful one requiring some acting, scene set-up, etc.
I realise this has some element of subjectiveness in it, but at times so are genre choices, naming of a (true) easter egg or when something is an interview or a featurette. In most cases it is patently clear, but you'll always see a case that could go both ways. I can live with that.

I agree with the idea but, wrt The Avengers there is a mid-credit scene (as per the UK and US theatrical) *and* a post credit scene ( not seen on the UK theatrical but I think it is on the DVD/BD release) so there is still going to be confustion  | | | | It is dangerous to be right in matters where established men are wrong |
