The title "is" all caps. "is" is just a smaller font. I have googled and every title i find that has "is" is capped.

LOL....

If you're going to correct someone on something you might want to double check yourself.

He said..... "I did Not Have Sexual Relations....." don't forget the pulpit pounding for emphasis on each word.

Fair enough!

Although, I don't remember him capitalizing each word when he said that!

I think we should make it easy on everyone and capitalize every word in a title regardless of what those words may be.

Well, I used it as a method of giving emphasis on each word. It's tough to give that thump and vocal emphasis he gave, when you type it.

Instead of joking around, wouldn't you care to comment on your ridiculous no-vote, which clearly goes against what a huge majority of the userbase wants?

BTW, is 'joining words' a grammatical term at all ? I'm no native English speaker but I would be surprised if it was. So the rules should be modified to unequivocally tell which type of words (grammatically) don't get a capital. From what I find online, I guess these would be adpositions (prepositions, postpositions,..) and articles.
Edit: my mistake, adpositions should be capitalized. It should be : conjunctions and articles.

For non-English titles, use capitalization rules common to the language of the title “Tout va bien” is correctly capitalized. “Tout Va Bien” is not

If they all decide to jump off a bridge, are you gonna follow just because a "huge majority" wants to?  Can't you think for your self?
