If we are talking 'historically, then it is a toss up between US and Canada.  According to the 'Official James Bond website', 007 was first brought to the screen by "two maverick producers, American Albert R. Broccoli and Canadian Harry Saltzman.

That being said, I guess it would depend on your point of view and which James Bond film you are talking about.  The primary production company should be the determining factor.  The fact that the characters and books are English in origin should have nothing to do with the CoO of the films.

In RC2 Germany they have all the CoO United Kingdom already entered.

Come on Tom...you should now by now any film that makes money regardless of CoO will automatically be classed US of A. Only the flops come from outside it's borders.

In the Ultimate Collection releases only The Man With the Golden Gun is credited to the UK.

The five titles in Volume 3 are currently credited to the US of A
For Your Eyes Only
From Russia with Love
Goldeneye
Live and Let Die
On Her Majesty's Secret Service

The rest are not assigned.  All except Goldfinger have Eon somewhere in the studio listings.

Other, earlier Bond releases are credited to the UK.  Someone needs to step up and clean these up.

I never noticed that we had managed to screw these up.  As far as I can tell, every last one should be UK with the only possible exceptions being "Never Say Never" and "Casino Royale '67."  I'm just not sure on those two.

I had done some searching the first time i saw a contribution for Coo on the James Bond titles, i had no idea what the Coo was and decided to take a look. This is what i came up with. I know wikipedia is not  correct in all things, but if you look around at other sites you will find similar info.
I think most of the bond movies are UK Coo, exept Never Say Never Again (US), and Casino Royale 1967 version (US)


This is some of what i found,
United Artists is just a distributor for the movies up to Casino Royale (Columbia Pictures is the distributor for this).
Danjaq LLC is the holding company responsible for the copyright and trademarks to the characters, elements, and other material related to James Bond on screen. It seems to be owned by the family of Albert R. Broccoli (at one time United Artists owned a share of the company)
Eon Productions is a film production company known for producing the James Bond film series. The company is based in London's Piccadilly and also operates from Pinewood Studios in England. It is owned by the family of Albert R. Broccoli.
