I, personally, follow the definition of the International Federation of Film Archives, after which the country of origin is the country of the principal offices of the production company or individual by whom the moving image work was made. The film itself begins with the opening credits "Universal Pictures presents ... A WINGNUT FILMS Production ... KING KONG", and no more text for a loong time, indicating that Wingnut Films is the essential production company. Wingnut Films Ltd, Peter Jackson's production company, is located in Wellington, New Zealand. And the director Peter Jackson's nationality is New Zealand.
