Chrome.

Strange indeed, even if I use a second browser (Firefox) where I'm not logged in I see all those unavailable forums.

Try this link, brought by a little guess work. I only see "You are not authorized to view this page." because I don't have beta access.

I think people who have participated in desktop betas can see it in the list.

Good idea,
but that wouldn't explain why I can even see the forum when logged of.
It all seems so stupid, it makes me want to give up!
But why should I give up, when it all seems so stupid?

I don't think that makes a difference. I've never been a beta tester until recently and I've always had the beta
sections showing (greyed out but showing). IN IE, Firefox, and now in Chrome.

Maybe try running Chrome with no extensions loaded. I'm new enough to Chrome to not know how to suggest you do that. See if anything changes.

It couldn't hurt.

I agree with Dave,

I just tested with Explorer and Firefox and both show the beta access (and all other restricted access) when logged out.

I run Chrome, and logged out, and was still able to see all restricted access forums.

This indeed is strange...

Negative. I see just these 2 with no descriptions:

Android Feature Requests
Android Technical Support

I do not see Android Beta.

It sounds to me like you're using the Forum Index drop down menu rather than clicking on the Forums tab.

Yes, however, it wasn't obvious to everyone.

You can only see the Android Beta link if you're a member of the beta forum.  Other people cannot see it.
