Not "out of the box," I'm afraid. Please check e.g. here With a proper extra program it might work!

( Tip: Google: webcam barcode)

Don't get me wrong but when adding just one or two DVD/BD isn't it just faster to type in the 13 digit EAN instead of getting the webcam and software ready for scanning?

I've found a better solution.
Download Libra here : http://libra.softonic.fr/
It's free for Home.
In the program folder you'll find a LibraCam.exe. You can use it to do the same thing than bcwebcam but it's way better.
The recognition is really fast and 100% successfull for me until now on 15 DVD. Each time the barcode was perfectly read.

Any one of these software work well depending on the camera, it must have focus control to focus on nearby objects!

Not only that but the domain itself was only registered fairly recently. That doesn't necessarily mean anything but it does make it a bit more suspicious to me.

If you go directly to the homepage it does supposedly relate to a company providing a barcode reader for webcams. To me the layout/style of it feels more like a personal site rather than that of a company.

My Findings:

I'll spare you the details.  The free version of BCWebcam does not read DVD barcodes correctly.  It has been intentionally crippled.  It's only to demonstrate that it can work.

After installing "Libra", "LibraCam" can be run from the Start menu.  With Profiler running and minimized so as to take up about half the screen, I ran LibraCam and moved it's window to the other half of the screen.
I then selected "Add DVD" and made sure the cursor was flashing in the UPC block and moved the Add window to the Profiler side of the screen.  I then pointed my webcam at the DVD UPC.  Lirbacam detected the UPC without difficulty but read the UPC twice.  Profiler displayed an error regarding a bad UPC but when I canceled the error it began downloading the correct data.

Bottom line.  This seems a lot more trouble than simply typing in the UPC.

My conclusion at the end, it would be better to buy a bar code reader, the same as used in small supermarkets, and is actually really cheap!
